The core team of investigators and analysts at CES is comprised of former federal agents from the FBI, DEA, HHS OIG as well as former police investigators, insurance examiners, auditors, and analysts who have extensive experience in the investigation of fraud and economic crime.
Carl Florez
Mr. Florez is the President and Owner of CES, LLC. Mr. Florez is retired from the FBI and currently serves as Deputy Director of Investigations on the CMS MEDIC contract. Mr. Florez has extensive experience in healthcare fraud, financial crime, research and intelligence.
Martina Gilly
Martina Gilley is the CES Vice President of Investigative Operations for CES on the NBI MEDIC contract where she serves as the Benefit Integrity Manager. Mrs. Gilley is retired rom HHS OIG where she last served as an Assistant Special Agent In Charge of the Atlanta Division.
Orlin Mills
Orlin Mills is the CES Vice President of CES ZPIC Operations where he serves as the Lead Investigator in the Houston office. Mr. Mills has over 15 years investigative experience most recently focused on government and private insurance. He has 10 years investigative experience directly related to health care. Mr. Mills currently holds the designation of Certified Fraud Examiner.
