Job Description Summary:
CES is seeking a Program Analyst who will be responsible for assisting in daily operations related to the performance of work on a federal program reducing youth access to tobacco through compliance inspections in 13 states nationwide. The Program Analyst will assist management staff and coordinate with field staff to support operations as necessary. This position will be based out of our office in Bethesda, MD.
Duties/Responsibilities:
Monitor the workflow to ensure minimum backlog and maximum productivity.
Assist Program Coordinators (PCs)/Back-Up Program Coordinators (BPCs)
Research and identify recruitment resources for Inspectors and Minors within jurisdictions assigned
Provide summaries of candidate’s attributes with respect to the hiring criteria for presentation to PC/BPC
Enroll and process Inspectors/Underage Purchasers to include paperwork, identification badges, cell phones, and other equipment
Ensure that training program is administered to all incoming staff
Create and audit payroll files for field staff
Develop invoice back-ups on a monthly basis
Analyze data metrics to assist with forecasts
Provide weekly jurisdiction updates
Assist Program Manager, PC/BPC with day to day operations
Track project milestones using internal databases (excel, salesforce, etc)
Create high quality Word, Excel, and PowerPoint documents
Identify and select retailers for inspection
Pre-screen retailers through online research
Place phone calls to verify retailer information
Distribute and track government property using internal databases
Other duties as assigned
Required qualifications/skills:
Bachelor’s degree and at least one (1) plus years of relevant experience (A certificate or diploma from an accredited institution in a business-related field is preferred.)
Demonstrated administrative support skills
Comfortable making numerous daily phone calls
Excellent written and verbal communication skills
Excellent organizational skills
Proficient in Microsoft Office (specifically Word, Excel, and PowerPoint)
Able to pass a background check
Preferred qualifications/skills:
Previous experience working on sensitive projects, as well as handling confidential information is a plus
Ability to meet aggressive deadlines
Ability to take on responsibilities, innovate solutions, and manage conflicting priorities with minimal guidance
Ability to prioritize and provide accurate follow up on all issues and correspondence
Familiarity with database management

Place of performance is at our Bethesda, MD office.
Travel may be required as necessary and will need prior management approval. All necessary travel expenses are reimbursable via GSA standards.
